A man reported the U.S. embassy that his former girlfriend, an American citizen, was being held against her will in the Tates' home in Romania.

After being tipped off by the U.S. Embassy. The Romanian police raided the home, and a nearby webcam studio where they found 4 women- Two of them were American and another Romanian woman.

In rem jurisdiction was sparked after the women told the police they were being held against their will
